The Law on Promotion and Development of Bioenergy specifies the rights and responsabilities of different parties in order to enable the sustainable development of production and commercialization of bioenergy. The stated objectives of the law are to achieve rural development, particuarly in marginalized areas, to ensure food security, and to reduce pollution and greenhouse gas emissions. The law allows use of corn for energy production only on years where there is a national surplus of corn. Given the added uncertainty of corn availability as bioethanol feedstock, most development has been from sugarcane and sorghum.
