The Smart from the Start Initiative is an initiative to promote development of the vast wind potential, including Outer Continental Shelf (OCS) Atlantic winds, of the United States. The Smart from the Start Initiative works to ensure that the process of issuing leases for renewable energy development on the OCS is streamlined and facilitates environmentally responsible development. This will be accomplished by:
Implementing a comprehensive, expedited leasing framework for Atlantic wind;
Simplifying the approval process for individual proposed projects and eliminating unnecessary regulatory requirements; and
Moving aggressively, on a parallel (but separate) track, to process applications to build offshore transmission line(s).
