Parliament decided to raise all energy taxes by approximately 5% as of 1 January 2003. In keeping with the National Climate Strategy, the scope of energy tax subsidies in electricity generation was expanded to include electricity produced from recycled fuels and biogas. The subsidy for electricity produced from logging chips was also increased (EUR 0.069 per kWh). The calculation of taxable fuels in combined heat and power production was changed to provide an additional incentive for CHP.
