Law no. 220/2008 interposed energy quota obligation and green certificate systems for electricity generated from renewable energy sources. Main objective of the law is to stimulate investments and electricity production from REs.

Implementation of law 220/2008 is a part of framework creation that ultimately will support Romania in reaching its EU 2020 targets and in sustainable renewables deployment along with other “green” national targets.

Mandatory annual quotas for electricity generated from renewable energy sources have been set. Annual shares of E-RES in Romania for period of 2010-2020 are as follow:

Energy Regulatory Authority (ANRE) is an organization responsible for selecting which electricity companies will be participating in the quota system.

Selected electricity suppliers and producers are bound to fulfil their yearly E-RES quota by presenting appropriate amount of Green Certificates ANRE by 15 th of April each year. If they will fail to meet their quota obligations they will be obliged to purchase missing GCs at higher price of EUR 110 each.

Under no. 220/2008 units of electricity generated by renewable plants will be granted with Green Certificates by ANRE. Numbers of GCs allocated to one unit of E-RES differ depending on the technology and capacity of the plant:

Certificates can be tradable on the market orgenized and managed by Electricity Market Operator – OPCOM SA. Maximum and minimum prices have been determined in order to protect interests of electricity producers and end users respectively.

Maximum price per 1 GC is EUR 55. A minimum price per 1 GS is EUR 27.
