The Decree regulates some obligations (previously set up by Solar Power Act N° 18.585) on health care centres, hotels, sports clubs and public buildings for water heating, on a progressive basis. The Decree also establishes some tax exemptions for the acquisiton of solar panels.

There are also provisions creating a registry for:  (i) producers of solar equipment, (ii) importers of solar equipment and  (iii) technical responsible solar power facilities.
