This policy seeks to develop a clear methodology for application by the Federal Commission of Electricity (CFE) to establish the service charges for transmission of electricity from renewable energy resources This piece of regulation was introduced to improve the overall efficiency of the transmission system, allow cost recovery by the transmission system operator, and to establish a predictable, transparent and flexible regime to avoid overcharges to the producer. This regulation establishes fees payable by self-suppliers within a postage stamp scheme, where the amount to be paid for every unit of energy carried is determined in relation to the transmission infrastructure required for the supplier to provide the service.
