A White Paper on Innovative Activity for Environmentally Friendly Gas Technologies was submitted for governmental approval in August 2004. The White Paper addresses three key energy policy matters in Norway: - Efforts to promote environmentally friendly technologies to produce electricity from gas through the establishment of the new body; - The development of infrastructure for gas with a focus on stepwise approach and the transport of natural gas on ships; and - The possible establishment of a Swedish-Norwegian mandatory market for certificates from renewable energy with the objective of submitting a proposal for a law on this matter in spring 2005, and its implementation on 1 January, 2005. The White Paper proposed the organisation of a new governmental agency called Gassnova. Together with The Norwegian Research Council Gassnovam the government will prepare a National Gas Technology Program.
