This law created the ENERGIA Programme, within the Community Support Framework (CSF) 1994-99, aimed at increased energy diversification, energy efficiency and use of renewables. The programme established the beneficiaries and the general rules for the granting of subsidies within the programme. The programme contained four measures: 1) Introduction of natural gas. 2) Renewables for electricity generation. 3) Improving energy efficiency, including non-electric uses of renewables. 4) Voluntary actions (government initiatives).
