Spain approved its Second National Strategy against Energy Poverty 2026-2030 in February 2026, establishing a framework structured around 3 objectives, 4 axes, 13 measures and 33 actions. The strategy aims to improve identification and monitoring of energy poverty, strengthen consumer protection (including social tariffs and disconnection safeguards), and promote structural reductions through energy efficiency and housing improvements. It includes the creation of an Energy Poverty Observatory, enhanced data collection, and targeted support mechanisms for vulnerable households, shifting policy from temporary bill relief to long-term reduction of energy vulnerability.
