The PDN 2023–2027 serves as Angola's main medium-term strategy to drive economic diversification through large public investment in "base infrastructure". The plan allocates state funds to reach the following quantitative targets by 2027:

Power Generation: Increase nominal installed capacity from 6 GW in 2022 to 10 GW by 2027. The government is funding large-scale projects including the Caculo Cabaça and Luachimo hydropower plants, and 90 MWP of solar photovoltaic capacity in Laúca, Catete, and Cabinda. It aims to increase the share of renewables in the energy mix from 64% to 73%.

Electricity Networks & Storage: Expand the on-grid electrification rate to 49% (up from 43% in 2022) and provide electricity access to at least 14 million rural inhabitants. This involves constructing high-voltage transmission lines (220 kV and 400 kV) connecting regions such as Lubango, Namibe, Huambo, and Saurimo. The plan also includes government funding for a 25 MWh battery storage system.

Industrial Infrastructure: Drive manufacturing growth to reach a GDP contribution of 6.8 billion Kz (up from 3.9 billion Kz in 2022) and generate 623,000 jobs. Public funding is specifically directed to finalise and operationalize Industrial Development Poles (PDIs), as well as developing infrastructure for new PDIs. The state also funds the creation of Rural Industrial Parks (PIRs) to support processing in rural areas.
