On September 2023, the Parliament decided to amend the Energy Act and the Electricity Supply Act within the framework of the Federal Act on a Secure Electricity Supply Based on Renewable Energies. Several laws were adapted including the one on guarantees of origin (including RFNBO, non-renewable hydrogen and low-emission aviation fuels). The changes to the GoO scheme came into effect in January 2025. This GoO scheme is not a certification scheme and it is meant to contribute to transparency, avoidance of double counting and emissions reduction. The GOs are standardized with the Energy Community and the system is based on the AIB requirements.

The Ordinance on the Placing on the Market of Renewable and Low-Emission Thermal and Motor Fuels (RFO or IBTV in German) specifies the requirements for the sale of these types of fuels. In this regard, the EU voluntary schemes (RED) can also be used as proof of compliance with the requirements. IBTV (Article 3) specifies a minimum of 40% GHG reduction in comparison to the conventional fossil fuel
