Second amendment to the Energy Economy Act further sets the basis for financing of hydrogen infrastructure via hydrogen network tariffs. For an interim phase an amorization account is established to prevent that high initial tariffs slow down the hydrogen infrastructure development. The law creates the legal basis for integrated network development planning for hydrogen and natural gas. In addition to the planning and construction of the hydrogen core network, this is an important further step towards a rapid ramp-up of the hydrogen network infrastructure. This will ensure close dovetailing of the grid development processes for hydrogen and natural gas as well as better synchronization with electricity grid development planning.

The law sets also the basis for the BNetzA to set regulations regarding to hydrogen grid balancing and accounting base model and the basic model and processing of network access (WaSabi and WaKandA).
