A total of EUR 1.2 billion (USD 1.3 billion) was allocated for renewable hydrogen projects of at least 100 MW, including EUR 300 million for 30 demonstration projects and EUR 230 million for 40 value chain projects. Production projects must have at least 60% of volume secured through offtake agreements. Selection criteria include cost, project maturity, social and economic impact, and emissions reduction.

Funding was later increased to EUR 1.32 billion (USD 1.37 billion). 16 projects totaling 4 GW were shortlisted, including projects by Repsol (150 MW), Moeve (400 MW), EDP in Algeciras (130 MW) and Asturias (150 MW), and three e-SAF projects.

In February 2025, 7 projects were selected with a combined capacity of 2.3 GW. Delays reduce support (1% for 6 months, up to 20% for 36 months; no aid beyond that). Selected projects:

Compostilla H2 and e-SAF: 213.2 MW, EUR 632.5M eligible, EUR 78.9M grant

Valles Leones Green Hydrogen: 415.3 MW, EUR 712M, EUR 180M

HyBERUS: 360 MW, EUR 304.4M, EUR 138.6M

Catalina: 500 MW, EUR 534.9M, EUR 245M

Coruna hydrogen valley: 251.8 MW, EUR 486M, EUR 170.2M

Onuba: 405 MW, EUR 736.6M, EUR 303.8M
