The Commonwealth, states and territories will endorse and publish 4 National Hydrogen Regulatory Guidebooks. Each guidebook will be on one of the following four topics:

- Hydrogen production

- Hydrogen refuelling facilities

- Distribution of hydrogen by pipeline

- Distribution of hydrogen by road and rail

These Codes will provide non-legislative regulatory guidance, to support both the hydrogen industry and regulators to navigate the most significant regulatory barriers, in respect of the corresponding types of hydrogen projects. Final public consultation on the hydrogen production and hydrogen refuelling facilities Regulatory Guidebooks will be undertaken in June 2025, following which they will be submitted to ECMC for endorsement and subsequent publication
