The regulation allows for the renewable hydrogen used as an intermediate products in refineries to count towards the obligations. Non-compliance penalties are CZK 2/MJ (CZK 240/kg, USD 10/kg). About 12-14 ktpa of renewable hydrogen would be needed to meet the transport targets
