A national quota system mandates fuel suppliers to include a minimum share of renewable fuels of non-biological origin (RFNBOs): 0.5% in 2026, 1% in 2028, and 2% in 2030—equivalent to an estimated 50 ktpa, 100 ktpa, and 200 ktpa of e-SAF demand, respectively. Non-compliance incurs a penalty of €70/GJ. However, the government is currently seeking to revoke this legislation to avoid overlap with EU-wide ReFuelEU quotas and ensure a level playing field. The proposal is under parliamentary debate, with e-SAF suppliers advocating to retain the national quotas, while the aviation industry opposes them.
