The Main Energy Structure Programme is a strategic spatial framework aimed at anticipating and securing the necessary space for national energy infrastructure in the Netherlands by 2050. Its main purpose is to support the transition to a climate-neutral energy system.

Key goals include improving energy efficiency by allocating assets on energy-efficiënt geographical locations, anticipating the potential environmental impact, minimizing spatial claims and cost-efficiency. The program emphasizes careful spatial planning and coordination with municipalities, provinces, and other stakeholders to ensure sustainable and feasible spatial expansion of the energy system. The targets are qualitative, but based on quantitative scenarios. The climate-neutral scenarios for 2050 vary in terms of the development of the energy system (demand/supply, import/export, etc.) and in geographical allocation. Through system-analysis and spatial analysis, spatial policy is developed.
