EIS launched a call for ideas Mapping the Interest in Major Hydrogen Technology Projects (H-IPCEI), i.e. a pan-European mapping of developers to support major projects of strategic importance.

A total of 10 projects were found to be suitable in the call for ideas for hydrogen projects, 3 of which received funding in the first stage: Skeleton Technologies, Elcogen and Stargate Hydrogen Solutions. The total volume of investments by companies is 111 million euros, of which the deficit in the period 2022–2026 is known to be 67.5 million euros.  The Estonian state has financed the missing 67.5 million from CO2 trading revenue, the applied research programme (RUP) administered by the Ministry of Economic Affairs and Communications, and the support for major investments in entrepreneurship in Ida-Viru
