White certificates are titles that certify the achievement of savings in end-use energy through interventions to increase energy efficiency. The interventions promoted mainly concern those carried out in the industrial sector, but also in other sectors such as network infrastructure, transport, civil and behavioral measures. The mechanism is based on an obligatory quota placed on energy distribution companies that can fulfill either by carrying out energy efficiency interventions or by purchasing certificates on the centralized GME market or through bilateral contracts with other entities (companies, ESCos, etc.) that have received certificates for the energy efficiency interventions carried out. The measure is regulated by the DM 21 May 2021 which modifies and updates the previous decrees that started the mechanism since 2005.
