The government of Estonia established the KredEx Foundation (Estonian Credit and Guarantee Fund) in 2001 in order to provide support for improving the energy perofrmance of the country's building stock.

In cooperation with its partners, KredEx have carried out a number of different surveys in order to obtain information on the condition of the housing stock, and developed nearly zero-energy sample projects along with instructional materials.
