The scheme aims at supporting the development of electrolysers of at least 200 MW. Subsidy has two components (1) Up to 80% of the CAPEX (for hydrogen production, storage, battery, EPC costs, materials for construction, compression); (2) OPEX subsidy in the form of CfD for 5-10 years which is a function of gas price (in 2023, the OPEX support was nearly EUR 4/kg). Combined support cannot exceed EUR 9/kg (equivalent to a maximum abatement cost of EUR 1000/tCO2). Min electrolyzer size of 5 MW. Maximum funding of EUR 500 million for a single project.
