IBRAM Proposal for establishing a National Policy on Critical and Strategic Minerals

Brazil's National Policy on Critical and Strategic Minerals aims to establish a comprehensive policy for critical and strategic minerals in Brazil. It outlines the importance of these minerals for the country's sustainable development, social well-being, and national sovereignty. The policy focuses on enhancing mineral production to support technological advancements and mitigate climate change effects. It proposes a framework for the Brazilian state to accelerate the production of critical and strategic minerals, including traditional minerals like iron and copper, as well as others like lithium, cobalt, rare earth elements, and vanadium. The policy also emphasizes the need to reduce dependency on imported minerals, particularly those used in agriculture, and to promote the reindustrialization of the country through increased mineral production.

Guarantee of the performance of regulatory and control bodies: Ensuring that the National Mining Agency (ANM), CETEM, IBAMA, and FNDCT receive legally established resources.

Adoption of sustainability and governance principles: Modifying the decree that establishes the Pro-Minerals Strategic Policy to integrate sustainability and governance principles.

Mercosur and strategic minerals: Creating a group to integrate Mercosur countries and promote collaborative projects in geological knowledge, mineral research, and sustainability.

Support for local suppliers and content: Establishing rules for minimum local content as a condition for receiving incentives and supporting the development of local suppliers.

Incentive to decarbonization: Encouraging small and medium-sized mining companies to use renewable energy sources in their production processes.

Digital platform "Panorama Territorial de Minerais Estratégicos e Críticos": Establishing a platform to facilitate investors' visualization of territorial sites with potential for strategic minerals.

Integration and availability of geological data: Making geological information generated by companies available in a single database managed by the Brazilian Geological Service (SGB).

Increasing efficiency in circularity: Improving efficiency in the extraction and processing of minerals for the energy transition.

Recycling of lithium-ion batteries and rare earth magnets: Creating a national network for the collection and recovery of these materials.

Study of strategic material flows: Conducting studies on the production chains that demand strategic minerals in Brazil.

Prospective studies and analyses: Establishing partnerships for conducting prospective analyses of investments, consumption, new projects, and job creation.

Support for SMEs and local production arrangements: Promoting good operational practices and ESG adoption among small and medium-sized mining companies and local production arrangements.

Responsible mining in the Amazon: Developing a program to promote sustainable development and social well-being in the Amazon region.

Improvement of the National Solid Waste Policy: Enhancing urban mining efficiency through improved logistics and support for recycling enterprises.

Transparent use of CFEM: Developing mechanisms to facilitate the planning and execution of CFEM revenues by municipal managers.

Traceability of strategic minerals produced in the Amazon: Promoting traceability of minerals produced in the Amazon region.
