The Strategy for Sustainable Mining in Andalusia 2030 (EMSA 2030) is a comprehensive economic development framework approved in July 2023 that aims to transform Andalusia's mining sector through environmental, economic, and social sustainability measures through 2030.

The strategy is structured around seven thematic blocks, including situation analysis, governance principles, foundational bases, fundamental components (mission, vision, and objectives), action lines, planning instruments, and governance principles. It establishes eleven strategic objectives, focusing on territorial value creation, innovation enhancement, mineral resource transformation, critical raw materials supply to European markets, development of mining services companies, energy efficiency improvements, carbon footprint reduction, worker safety enhancement, employment quality improvement, administrative simplification, and environmental impact reduction. The implementation is planned across two periods: 2023-2026 and 2027-2030.

This framework aims to position Andalusia as a reference point for sustainability in mining whilst supporting regional development. The strategy seeks to create quality employment, strengthen territorial cohesion, and align with European, Spanish, and Andalusian industrial policies. Through its implementation, the programme intends to balance economic development with environmental protection, contributing to the region's 'green revolution' whilst ensuring the mining sector's long-term viability.
