This standard applies to energy-consuming products for industrial and domestic use. It establishes the normative values for energy efficiency on the basis of the product stage of life, setting requirements and laying out methods in order to achieve those values. Normative values of energy efficiency products are based on the achievement of economically viable use of energy resources, accounting for scientific and technical possibilities, regulatory compliance of energy efficiency, and environmental protection.

Methods for confirmation of energy efficiency energy-consuming products include:

Declaration of the manufacturer of products

Certification testing of products

Collecting and processing statistical data on indicators of energy efficiency

In describing requirements and methods for meeting standards, an accreditation system and certification bodies are established by this project as well.
