This law establishes guidelines for the preparation, evaluation, and approval of work plans and budgets in mineral and coal mining activities. It aligns with the Minister of Energy and Mineral Resources Regulation No. 10 of 2023, concerning the procedures for compiling, submitting, and approving work plans and budgets, as well as reporting the implementation of mineral and coal mining business activities. The law details the format for preparing these plans and budgets, the procedure for their submission, evaluation, and approval, and the format for their approval. It specifies different requirements for holders of exploration stage permits and production operation stage permits across various mineral and coal groups.
Additionally, the law specifies that the format for preparing work plans and budgets (RKAB) for holders of IUPK (Special Mining Business Permits) as a continuation of contract operations will broadly follow the same guidelines as those for IUPK holders in the production operation stage. The procedures for submitting, evaluating, and approving the RKAB are detailed for both exploration and production operation stages across various mineral and coal groups. These procedures and formats are integral parts of the Minister's decision and are outlined in specific annexes to provide clarity and structure to the process.
