The Amendment to the Energy Conservation Act in Japan expands the definition of "energy" to include all forms of non-fossil energy. It requires large-scale energy consumers to submit mid-to-long term plans for non-fossil energy transition with a target year of 2030, as well as regular reports on non-fossil energy usage. Incentives, such as evaluating high-performing businesses and providing budgetary support, are being considered to help support the transition. The amendment is in force at the national level from May 13, 2023.
