The Royal Decree No. 10/2023 identifies land plots to be used for the development of renewable electricity and hydrogen products on a usufruct basis and stipulates the selection of the user will be through competitive auctions (but not only through auctions, there are other legacy projects that can be awarded to the allocated land that is not through the public process, these are through a bilateral negotiation that began prior to the competitive auction scheme being introduced). . It also grants the Oman Hydrogen Company the right to sign contracts with third parties for the land for developing renewable electricity and hydrogen productions. Since February 2023, the Ministry of Energy and Minerals has the full competency to define and implement the scope of green energy activities and clean hydrogen projects to be implemented on site
