This law aims at updates the original provisions of the 1944 Mining Law. It addresses various aspects of the mining industry, defining mineral deposits and other geological resources as property of the state (including mineral and thermal water resources). It outlines how property rights for exploration and exploitation are awarded through permitting procedures.
It also refers to the elaboration of a National Mining Research Program and of a National Mining Plan with the aim to further mineral development in Spain. The National Mining Research Program and the related Mining Revaluation Program are to be updated periodically with the collaboration of companies in obtaining samples and geological data.
