Responsibility Delivering Value: A Minerals and Petroleum Resource Strategy for Aotearoa New Zealand is a strategic plan designed to identify national priorities with respect to minerals and petroleum resources. The plan's major objectives include researching and understanding the stock of strategic resources, including clean-tech minerals and especially lithium, in New Zealand, identifying which minerals are critical to the well-being of New Zealanders and developing international partnerships to ensure supply in light of geopolitical issues, geological scarcity and other factors.

The plan acknowledges the essential nature of rare earth elements in a low emissions economy. Among its future actions, the plan includes developing a list of critical minerals as a priority.
