Quebec’s Plan for the Development of Critical and Strategic Minerals presents various actions aimed at making Quebec a leader in the production, processing and recycling of critical and strategic minerals, also called minerals for the future. It covers a wide range of actions grouped under four overarching objectives:

Increase knowledge and expertise on critical and strategic minerals: map Quebec's potential for critical minerals and create a research network bringing together players in the field;

Deploy and optimise integrated sectors in partnership with the mineral producing regions: provide financial support for exploration, processing and recycling projects;

Contribute to the transition to a sustainable economy: encourage recycling and circular economy;

Raise awareness, guide and promote: market Quebec internationally as a responsible supplier of critical and strategic minerals.

The Plan takes into account high standards of environmental protection, and provides companies as well as local and Indigenous populations with tools to promote the social acceptability of projects.

Appendix 3 of the policy details Quebec’s preliminary list of 22 minerals: some are necessary to supply Quebec transformation plants, others are linked to public policies and renewable energy, and the last category encompasses products with good deposit appraisal potential in Quebec.
