The Pan-Canadian Framework on Clean Growth and Climate Change is a ten-year program designed to fund environmentally friendly efforts from the mining industry to ensure a resilient sustainable value chain.

The policy comprises a Clean Growth in Natural Resources Sector Innovation Program, which aims to increase support to develop and market low-carbon and competitive cutting-edge technologies. Developing a decarbonised industry suited to climate change induced transitions is one of the main drivers of the 86Mt of CO2 equivalent GHG emissions reduction described in the Pan-Canadian Framework.

The funding program for the energy, mining and forestry sectors includes quantified targets for environmental and economic impacts covering job creations and waste, water use and GHG emissions reductions. In particular, one area of focus (n. 3) is the “production and use of advanced materials and bioproducts in natural resources operations”. This focus aims to address the structural dependency of these industries to critical minerals. The funding program seeks to develop alternatives to some critical minerals notably through mineral waste exploitation and bioproducts. The program also aims to make industrial processes more efficient with regard to critical minerals consumption.

The Clean Growth in Natural Resources Sector Innovation Program has a budget of CAD 155M to use between 2018 and 2023. The funding consists of contributions to projects meeting the program’s objectives and supported by a wide range of eligible actors including companies, non-profits, universities, Indigenous communities and local public agencies. The program’s monitoring scheme runs until 2026, at which point it should be adjusted based on initial results.
