Suggestions on promoting the sustainable and healthy development of rare earth industry

The policy document was announced by the State Council in 2011. It aims to further raise awareness of the importance of effective protection and rational utilisation of rare earth resources and promote the sustainable development of the rare earth industry.

The document also establishes the national policy on the rare earth industry.  It proposes to establish and strengthen the supervision system, including enacting strict controls on illegal mining and exporting, on pollution, and on the approval of new rare earth smelting and separation projects.  It encourages accelerating the integration of the rare earth industry through merger and reorganisation of existing firms. Furthermore, it establishes a rare earth strategic reserve system based on physical reserves and land reserves.
