The resolution established the technical requirements for the execution of exploratory drilling projects for offshore hydrocarbons.

Article 20 covers venting and flaring of gas, which allows operators to flare gas during well control operations and initial production tests. Routine venting is forbidden, unless a well control event requires it.

Art. 20 was repealed by the Resolution 40066/2022.
