On May 7th, 2009, as a way to protect the country's strategic activities, the National Assembly enacted this law to reserve the activities and goods related to the primary activities established on the Hydrocarbons Organic law to the State. As a result, the mentioned activities and goods only can be conducted or offered by the Petróleos de Venezuela, S.A., (PDVSA, the state-owned company), its filial, or mixed companies under PDVSA’s control (more than 50% of the mixed company property).
