On 28 October, China submitted its updated Nationally Determined Contribution (NDC) and a mid-century strategy to reduce GHG emissions. Both documents outline China’s climate and emissions progress since the 13th Five Year Plan (2016-2020), including developments since Xi Jinping’s carbon peaking and neutrality announcement in September 2020, and a planned climate adaptation strategy for 2035. This update of China’s NDC includes achieving carbon peaking by 2030 and carbon neutrality by 2060. By 2030, China’s CO2 emissions per unit of GDP will drop by more than 65% compared to 2005, the share of non-fossil energy in primary energy consumption will reach about 25%, forest accumulation will increase by 6 billion cubic meters compared to 2005, and the total installed capacity of wind and solar power will reach more than 1.2 billion kW.

The updated NDC also indicates that China will research and implement an action plan to control non-CO2 GHG emissions; and continue to improve the technical system for monitoring, reporting and evaluation of non-CO2 GHG emissions. In particular, measures will be taken to effectively curb methane emissions from coal, oil and gas mining, such as rational control of coal production capacity, increase of gas extraction and utilization rate, control of volatile organic compound emissions in the petrochemical industry, encouraged use of green completions, and application of technologies for recovering associated gas.
