Sustainable Energy Response Plan for Refugees and Host Communities in Uganda

The Ugandan Ministry of Energy and Mineral Development developed a 2021–2025 Sustainable Energy Response Plan (SERP) for Refugees and Host Communities, to expand refugees' and host communities' access to sustainable energy.

The growing national population, along with sudden influxes and prolonged refugee situations, places an increasing strain on Uganda's natural resource base and provides the government with unprecedented challenges in providing basic services and infrastructure. The SERP is meant to contribute to addressing the issue of primary reliance on biomass for cooking on inefficient stoves, as well as a lack of access to sustainable alternative cooking fuels and technology (95% of both communities report using firewood as their primary cooking fuel).

The plan is closely aligned with the objectives of Uganda Vision 2040, the third National Development Plan, and the National Plan of Action for the Implementation of the Global Compact on Refugees and its Comprehensive Refugee Response Framework (CRRF), as well as with ongoing CRRF Sector Response Plans, strategies, programs, and projects in the energy sector.

The SERP is subject to annual evaluation by the Steering Committee and CRRF Steering Group. A comprehensive interim review of SERP will be carried out in 2024 and potential redevelopment of a new SERP which would run from 2025.
