The European Commission presented a set of legislative proposals to decarbonise the energy sector by facilitating the utilisation of renewable and low carbon gases, such as hydrogen and biomethane. The goal is to develop a hydrogen infrastructure and eventually set up a market for hydrogen. The infrastructure will be promoted by the new governance structure, in the form of the European Network of Network Operators for Hydrogen (ENNOH).

With the new rules, low-carbon gases will access the existing gas grid in a simplified way, as tariffs at injection points will be lowered. Furthermore, the proposals will introduce a certification system for low-carbon gases. Unabated fossil natural gas will be phased out, as their long-term contracts will not be extended beyond 2049. Consumers will be able to switch suppliers more easily, so as to discourage reliance on fossil fuels. Retaining that security of supplies is at the core of the Commission’s proposal: the new rules will foster a gas storage strategy, by putting in place an EU joint procurement for strategic stocks.
