The Resource efficiency program in public administration was nationally approved in November 2020. It is part of the component 13, energy efficiency in buildings, from the Climate Transition pillar of the recovery plan. The program sets the following targets for 2030:

- 40% reduction in primary energy consumption

- 10% of the energy consumption supplied by renewable self-consumption sources

- 20% reduction in water consumption

- 20% material reduction

- Achieve an energy and water renovation rate of 5% in buildings covered by ECO.AP

The entities covered by this program have to elaborate every three years from 2021 an efficiency plan that helps achieve these targets.
