The President issued an executive order outlining a plan to review the state of domestic supplies chains, including batteries, key battery minerals and semiconductors used in electric cars, along with the rare earth minerals used in wind turbines, and other materials used in clean energy.

Within 100 days of the date of the order, the Secretary of Energy submitted a identifying the potential risks for high-capacity batteries and policy recommendations to address supply risks.

In June 2021, the Assistant to the President for National Security Affairs (APNSA) and the Assistant to the President for Economic Policy (APEP) provided to the President a report entitled Building Resilient Supply Chains, Revitalizing American Manufacturing, and Fostering Broad-Based Growth reviewing the actions taken and making recommendations.

In February 2022, the Secretary of Energy submitted a report on supply chains for the energy sector industrial base entitled A merica's Strategy to Secure the Supply Chain for a Robust Clean Energy Transition .

Following recommendations from these reports, the Department of the Interior has launched a new interagency working group on reforming hardrock mining laws, regulations and permitting processes.
