The Chinese Ministry of Ecology and Environment (MEE) issued guidelines to coordinate and strengthen climate and environmental planning, with the goal of reaching a peak in greenhouse gas (GHG) emissions by 2030, and carbon neutrality by 2060. The report includes the following opinions:
Strengthening national strategy by integrating climate and environmental tasks into national and provincial economic policy;
Coordinating the formulation of the Long-term Plan for Building a Beautiful China, National Climate Change Adaptation Strategy 2035 and action plan for peaking CO2 emissions before 2030;
Improving the realization of synergies from reducing pollution and reducing carbon;
Integrating environmental statistics with greenhouse gas inventory reporting, including the opening up of energy consumption statistics from high-emitting enterprises;
Encouraging learning across China from best practice in pilot and demonstration projects;
Increasing the funding to support better statistical accounting, publicity, technology, and decision making.
