This regulation implements the United Nations Climate Change Framework Convention (UNFCCC) and the Kyoto Protocol in Iran. It requires all entities to follow pertaining guidelines and to report related activities continuously.

It also established a national committee with the primary objective of increasing cooperation with international entities and monitoring domestic measures to comply with UNFCCC and Kyoto Protocol regulations.

Furthermore, this regulation contains provisions on the institutional framework, policies and strategies related to climate change mitigation and adaptation.

The Ministry of Petroleum is responsible for implementing policies and strategies regarding emission reductions in the upstream and downstream oil and gas industry. This includes preparing and submitting annual reports on the emission of greenhouse gases to the National Working Group and developing policies to reduce greenhouse gas emissions.
