This law applies to all oil and gas developments in Senegal, including the upstream, midstream and downstream sectors. Thus, all license and concession contract holders, as well as their sub-contractors, must abide to this regulation.

It aims to promote and develop local content in Senegal's hydrocarbons sector, including its supply chain, workforce and entire value chain. Therefore, this law establishes requirements pertaining to technology transfer, procurement of local goods and services, promotion of national financial and insurance services, employment and professional training, among others.
