The Clean Fuel Regulations include hydrogen by allowing the creation of compliance credits for hydrogen used as an energy source for hydrogen fuel cell vehicles or as a fuel for other vehicles. The regulations specify the carbon intensity of hydrogen, the type and region of feedstock used, and the quantity of hydrogen supplied. Hydrogen must meet low-carbon-intensity criteria, and the carbon intensity must be documented and approved. The regulations also outline the process for calculating and reporting the carbon intensity and quantity of hydrogen used to ensure compliance and promote the use of low-carbon hydrogen in Canada.

The Government of Canada intends to amend the Clean Fuel Regulations to support Canada’s low-carbon fuel sector while maintaining the Regulations’ primary focus on reducing emissions from fuels as Canada transitions to a low-carbon economy. Engagement on the targeted amendments was launched with a December 2025 Discussion Paper on the Clean Fuel Regulation.
