State Energy Program
This regulation establishes the State Energy Program under the Energy Policy and Conservation Act, providing federal financial and technical assistance to states to promote energy conservation, reduce energy demand growth, and decrease dependence on imported oil. The program supports comprehensive state energy initiatives including building energy efficiency standards, alternative transportation fuels, and energy audit measures.
Advanced Technology Vehicles Manufacturer Assistance Program
The Advanced Technology Vehicles Manufacturer Assistance Program (10 CFR Part 611) establishes DOE loan assistance for manufacturing facilities producing advanced technology vehicles and qualifying components. Eligible projects include reequipping or establishing U.S. manufacturing facilities, engineering integration work, and critical minerals processing for vehicle supply chains. The program, authorized under the Energy Independence and Security Act of 2007 and expanded by the Inflation Reduction Act of 2022, provides federal loans through the Federal Financing Bank to support domestic production of fuel-efficient and advanced technology vehicles.
Electric and Hybrid Vehicle Research, Development, and Demonstration Program; Petroleum-Equivalent Fuel Economy Calculation
This regulation establishes the methodology for calculating petroleum-equivalent fuel economy values for electric vehicles, required under 49 U.S.C. 32904(a)(2). The calculation uses combined energy consumption data from EPA-standardized urban and highway driving cycles (weighted 55/45 percent), dividing a petroleum-equivalency factor (12,307 Watt-hours per gallon, adjusted if petroleum-powered accessories are present) by the combined energy consumption value to produce miles-per-gallon equivalents for corporate average fuel economy reporting.
Automotive Propulsion Research and Development
Part 473 establishes procedures for reviewing and certifying grants, cooperative agreements, contracts, and projects funded under the Federal Energy Administration Act of 1978 for automotive propulsion research and development. The regulations define applicants, projects, and solicitation requirements for advancing technology in automobile propulsion systems, excluding subcontractors and pre-existing agreements.
Alternative Fuel Transportation Program
10 CFR Part 490 implements the Alternative Fuel Transportation Program under the Energy Policy Act of 1992, establishing requirements and definitions for State government and alternative fuel provider fleets. The regulation defines alternative fuels (methanol, ethanol, natural gas, biodiesel, hydrogen, electricity, etc.), alternative-fueled vehicles, and operational requirements for centrally-fueled vehicle fleets, setting the framework for federal fleet compliance with alternative fuel acquisition mandates.
Interstate Conveyance Sanitation
21 CFR Part 1250 establishes sanitation standards for interstate conveyances (land, air, and water carriers) to prevent transmission of communicable diseases. It defines key terms including contamination, potable water, food service utensils, and shellfish, and references CDC quarantine requirements. The regulation covers bactericidal treatment, waste management, and sanitation practices for vessels and conveyances engaged in interstate traffic.
